SECI Auction Results: Winners Announced for 1,200 MW ISTS-Connected Wind-Solar Hybrid Power Projects (Tranche VIII)

The Solar Energy Corporation of India (SECI) has announced the winners of its auction to develop 1,200 MW of interstate transmission system (ISTS)-connected wind-solar hybrid power projects under Tranche VIII. The successful bidders and their respective awarded capacities are as follows:

  1. Juniper Green Energy: Quoted the lowest tariff of ₹3.43 (~$0.0411)/kWh to win 150 MW.
  2. Asurarai Renewables (UPC Renewables): Quoted a tariff of ₹3.45 (~$0.0413)/kWh to win 300 MW.
  3. JSW Energy: Quoted a tariff of ₹3.45 (~$0.0413)/kWh to win 300 MW.
  4. AMPIN Energy: Quoted a tariff of ₹3.45 (~$0.0413)/kWh to win 150 MW.
  5. Adyant Enersol (Datta Power): Quoted a tariff of ₹3.45 (~$0.0413)/kWh to win 60 MW.
  6. Avaada Energy: Quoted a tariff of ₹3.46 (~$0.0414)/kWh to win 240 MW out of the quoted capacity of 600 MW under the bucket-filling method.

Project Specifications and Requirements

The awarded projects must be commissioned within 24 months of the signing of the power purchase agreement (PPA). A hybrid power project under this tender will comprise both solar and wind power components, with each component having a rated installed capacity of at least 33% of the contracted capacity.

Key Requirements Include:

  • Declared Annual Capacity Utilization Factor (CUF): Must not be less than 30%.
  • Energy Supply Maintenance: Developers must maintain energy supply to achieve an annual supply corresponding to a CUF that is not less than 90% and not more than 120% of the declared CUF value over the 25-year PPA duration.
  • Equipment Standards: Only wind turbine models from the Revised List of Models and Manufacturers and solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy will be allowed for deployment.

Recent and Upcoming SECI Tenders

In previous auctions, NTPC Renewable Energy, Juniper Green Energy, and Sembcorp emerged as winners in SECI’s tranche VII wind-solar hybrid auction. Continuing its efforts to bolster renewable energy development, SECI has recently invited bids to select wind power developers for setting up 500 MW ISTS-connected projects across India under Tranche-XVII.
